So just what is permanent make-up? It is cosmetic tattooing, in which ink is injected into the dermal layer of the skin. The most popular permanent makeup procedures include eyeliner, eyebrow enhancement, lip liner and lip color. The techniques can also be used to camouflage scars, add a faux beauty mark and tint eyelashes. Another popular use for permanent makeup is restoring color after surgeries — including restorations of areolas after mastectomies. A topical anesthetic is used to minimize discomfort. Common side-effects include swelling and tenderness.

Industry Success and Requirements

Through national surveys we have found that the average cost of permanent cosmetics usually ranges from $400 to $600, although some salons offer services for as little as $200. Consumers need to be careful when choosing a permanent makeup technician. In many states, no license is required to open a shop and no federal agency regulates the industry. Typically, states that have begun regulating the cosmetic tattooing business are usually based through the state board of cosmetology. Be sure and contact your local or state board of cosmetology for specific rules and regulations for your area.
